Git in legislation process

Developers had a big struggle to edit and maintain source code simultaneously in history. The multiple changes by other people could break the functionality of the software. Checking the history of changes would be also difficult if not impossible.
Git is a distributed version-control system for tracking changes in source code during software development.

Changes are done through commits and push to the origin repository (source) by individuals. We can track all these changes and comments as well. This is not an original idea. Article CAN GITHUB BE USED TO MANAGE LEGISLATION? describing the process in detail is here.

In the Czech Republic is the situation quite obsolete. They are using the same system of legislation change which was used 100 years ago. Maybe it is stable and conservative, but not readable, traceable and verifiable.
All the changes include metadata, which are irrelevant for the user.

If any system is applied, why it’s not public? Is it really res publica?
